GENERAL INFORMATION TO THE APPLICANT FOR APPLYING TO MS

The applicants are requested to go through these guidelines carefully and furnish the information correctly . The amount of deposit to be paid later is also intimated below:

1. This application form is applicable if :

  1. Specified load in the premises is 25 KWs or more.

  2. The number of installations in the premises is TEN or more.

  3. The number of floors is four or more(Excluding cellar ) .

2. The enclosures required are :

                    i) A sanctioned plan of the building/Complex .

ii) Architect’s plan as per the exact construction .(the plan is to be signed by owner and  certified by the registered architect )

iii) If the building is old, the architect’s plan (The plan is to be signed by both the applicant and the architect) (Please mark the space for the location of the transformer centre )

iv) Route map to locate your building .

v) NOC issued from KPTCL to obtain plan sanction, wherever applicable.

3. Pay Rs 250 / - as registration fees at the cash counter of the sub division office and produce the receipt while registration.

4. The following deposits are to be paid by you on being intimated for individual connections in the M S Building .(May change from time to time , this is only for reference )

Note : The amount indicated above may change from time to time.

5. If additional load is required to the same premises , the service mains are to be replaced at your cost ( the released portion to be given to KPTCL ).

6. Enclose a route map for easy identification of your building by the KPTCL staff.

7. Produce a road cutting / foot path cutting permission from the corporation / other local Body to lay the Under ground service mains .

8. Show your building for which you desire power supply to the Ass. Executive Enineer(Elec) after the receipt of the intimation to fix the position of the metering panel Board and to take measurement of each floors to assess the load.

9. Produce completion cum test report from a Licensed Electrical Contractor approved by the Govt of Karnataka along with wiring diagram in duplicate for each installation .

10. The relevant draft agreement is annexed . Produce the same in duplicate with original embossed for Rs 50 /- and duly signed in all pages for each installation.

11. Ensure that only ISI marked materials are used in your installation . You are responsible for all the maintenance’s inside your premises at all times. If the service mains becomes faulty within one year from date of service, it is to be repaired at your cost. If any part of infrastructure executed by you becomes faulty within one year from the date of service, you have to replace the same at your cost.

12. The panel board to be fixed to your installation to provide meters to the individual installations. Bulk check meter shall be provided by the Licensee at his cost for the purpose of energy audit, for all buildings where power supply is sanctioned under the Section 9.00 with sanctioned load of 25 KW and more.

13. For all commercial loads, only one bulk meter will be provided.

14. The applicant shall provide space in his premises free of cost for erection of transformers, switchgears and other allied equipments in case of buildings with specified load above 25KW or where area of site is more than 600 sq.mtr. The space so provided shall have direct access from public road. This condition shall be applicable for both new buildings and existing buildings already having power and now requisitioned for additional load.

15. In case of additional load, there shall be no arrears of revenue.

Please observe all the formalities within 90 days from the date of intimation, failing which the power sanction will lapse .

16. During the servicing of your installation , please be present to ensure

(i) that the sealable cut outs and the meter terminal cover sealed in your presence.

(ii) that the assigned R R No is painted on your meter board.     

(iii) that you affix your signature in the sealing register.         

(iv) get a copy of the bilateral agreement.

(v) get a Service Certificate.

17. Provide L T capacitors of appropriate capacity as per intimation to avoid power factor penalty. The capacity are to be provided on load side of motors to avoid over compensation.

18.The consumer shall provide load limiter of suitable capacity with sealing arrangements, which shall be scaled at the time of servicing the installation. In addition to the load limiter, the AEH consumer shall provide suitable capacity Earth Leakage Circuit Breaker (ELCB).

19. No fuses are to be provided in the neutral conductor.

20. Use recommended type of starters as per ES&D Code to each motor and all the starters are    to be provided with over current and no volt release protection.

21. Independent earth electrodes are to be provided as per ISS 3043 to :

(i) Body of the meter provided by KPTCL.

(ii) Heating point plugs / three pin plugs . ( third pin )

The GI pipe used should be 2.6 mtrs long , 40 mm dia , approved class.

22. On registration of the application, the Licensee will assess the load of the Building/Complex as detailed below.

The assessment shall be for the entire building area for all the floors as per plan or as actually constructed, whichever is higher. This is applicable for cases both (a) & (b) noted below:

(a) For commercial type of Installations

  1. (i) At 75 Watts per sq.mtr. in respect of Corporation areas and its agglomeration areas of Bangalore, Mysore, Hubli-Dharwad, Gulbarga, Mangalore, Belgaum and other areas as notified by the Licensee with approval of KERC from time to time.

  2. (ii) At 55 Watts per sq.mtr. in respect of other District head quarters.

  3. (iii) At 40 Watts per sq.mtr. in respect of Taluk head quarters and in all other places except (i) & (ii) above.

(b) For Domestic type of Installations

  1. (i) At 50 Watts per sq.mtr. in respect of Corporation areas and its agglomeration areas of Bangalore, Mysore, Hubli-Dharwad, Gulbarga, Mangalore, Belgaum and other areas as notified by the Licensee with the approval of KERC from time to time.

  2. (ii) At 40 Watts per sq.mtr in respect of other District head quarters.

  3. (iii) At 25 Watts per sq.mtr in respect of Taluk head quarters and in all other places except (i) & (ii) above.

NOTE: (1) In case, both types of installations are in the same premises, the wattage requirement shall be assessed separately and added.

(2) For car parking area, external staircase area and balcony area 50% of the above shall be taken for calculating the assessed load.

(3) Water tank area & Chajja Projection area shall not be considered for calculating the assessed load.

(4) In case the sanctioned plan indicates two or more buildings in the same premises, they shall be clubbed together to assess the specified load.

(5) When the requisitioned load itself is more than 25 KW, the application shall provide space for transformer and in such cases calculation of assessed load will not be necessary.

23. The specified load of the building will be :

(a) In case of new buildings, specified load of the Building/Complex shall be the assessed load calculated as per Section 9.02 or the requisitioned load, whichever is higher.

(b) In case of existing building already having power, specified load is the assessed load calculated as per Section 9.02 for the entire building or the sum of existing load and additional requisitioned load, whichever is higher.

(c) Specified load shall be considered only for purpose of deciding the transformer capacity and requirement of space for erecting transformer at Consumer premises.

Service Line charges to be paid as per section 30.07

In addition to above, additional Rs.1000/- per KW have to be paid in Bangalore BMRDA area for loads above 3KWS as additional infrastructure charges for use of HT and LT U.G. Cable.

24. For new buildings, if the specified load is more than 100 KWs, then applicant shall avail power supply at HT basis vide section 8 of KERC ES&D Code.

25. For new buildings, if the specified load is 25 KWs or more but less than 100 KWs , the following are to be fulfilled:

a) You shall execute the work of infrastructure as per the estimate on self execution basis paying only the supervision charges at rates intimated.

b) The rating of the transformer required will be based on the specified load.     

(c) Space for locating the transformer be reserved in the premises.

d) The entire infrastructure will be taken over by KPTCL after it is charged.

e) Adequate size cable of reputed make shall be provided by the applicant upto metering point at his cost.

(f) Two runs of service main cables are to be run, for alternate supply.

26. Demolition and Reconstruction of Building

In the case of demolition and reconstruction of Building, the existing installation shall be surrendered and Agreement terminated. Meter and service mains removed, only fresh service shall be arranged for the reconstructed building treating it as a new building. Temporary power supply from the existing R.R.No. shall not be arranged for construction purposes in such cases.

27. Please mention your above serial no or R R. Number in all your future correspondences.

28. If the work involves additional infrastructure , the service will be given after completing the proposed works.

29. If you do not get the first energy bill within 2 months from the date of servicing of the installation , please contact the sub division officer along with your service certificate.

30. COSTS TOWARDS  SERVICE LINE FROM LT APPLICANTS:

(Applicable for Section 9.00)

Service line charges shall be collected based on specified loan for loads above 25 KW.

For specified loads below 25kW service Line charges shall be collected based on requisition load.

i) Upto and inclusive of 3 KW NIL
ii) Above 3 KW and upto and inclusive of 15KW Rs.500/- per KW for the loads above 3 KW
iii) Above 15 KW and upto and inclusive of 25KW Rs.6,000/- plus Rs.1,000/- per KW for the loads above 15 KW
iv) Above 25 KW and upto and inclusive of 50KW Rs.16,000/- plus Rs.5,000/- per KW for the loads above 25 KW
v) Above 50 KW and upto and inclusive of 100KW Rs.1,41,000/- Plus Rs.15,000/- per KW for the loads above 50 KW in Bangalore  BMRDA & Rs.10,000/- per KW in other  places.

In addition to the above charges, an additional amount of Rs.1000/- per KW for the loads above 3 KW shall be collected in Bangalore ( Corporation, B.D.A., B.M.R.D.A. Area) towards HT/LT U.G. Cable system.
